How to obtain a document to export a painting abroad
In this article we will describe the procedure for obtaining a document for the export of an object of art abroad of Ukraine.
A common name for this document for artists and art collectors is an export permit. But legally this document is called an expert’s conclusion that the presented piece of art is not a cultural value of the national scale of Ukraine.
The position of the Ukrainian legislator is based on the fact that cultural values must remain within the borders of our state. Due to the age of the state and the position that cultural heritage needs to be preserved and preserved. In addition to this, there is the actual situation - you come to the customs checkpoint and the customs and border guards must decide whether to release the piece of art abroad or not. These employees do not have the special knowledge that is required to make a decision - it is possible to export it or not, it seems that the picture is modern, the author is still alive, but there is still no answer - it is possible or not. Therefore, it is possible to export or send by mail an object of art (paintings, sculptures, icons) only if there is a document from an expert.

- register of art objects prohibited for export;
- register of cultural heritage of the Ukrainian people;
- register of stolen and lost art objects.
If the object of art was created after 1950 and is not included in the listed registers, then it can be exported, sent by postal services, about which the expert issues a document (conclusion).
