HS Codes (UCC FEA) for International Parcel Shipping
What is a UKT VED code and how to use it for international shipments?
From April 18, 2024, many postal service users in Ukraine noticed issues with sending parcels abroad. Customs declarations were filled out correctly, as they were before, the box contained no prohibited items, and accompanying documents were added. However, customs delayed parcels for a long time, held them back, and sometimes even returned them to the sender.
The ArtDom Gallery also encountered difficulties with sending international parcels and investigated the situation.
We sent an electronic request asking for clarifying information and received an official response. JSC "Ukrposhta" noted that on April 18, an order from the Ministry of Finance of Ukraine dated 04.01.2023 came into effect, mandating 100% submission of all postal shipment data to customs electronically.
This order also increased control over the preparation of accompanying documents for export (including the shipment of parcels from individuals abroad). Previously, compliance between the description and product code was not actively monitored.
Ukrposhta staff recommend the following steps to avoid customs delays and returns:
1) provide a correct, clear description of the goods or items you place in the parcel;
2) select the correct HS code (Harmonized System code; UKT VED code; list of codes below);
3) if errors are made, customs detained or returned the parcel – resend it with the correct data.
To get a refund – fill out a special compensation form and send it to Ukrposhta. If the paid amount is eligible for a refund, Ukrposhta will transfer it to your account within 21 days.

How to determine the UKT VED code for your product?
Determining the UKT VED (Ukrainian Classifier of Goods of Foreign Economic Activity) code for your product is an important step when sending international parcels. This process may seem complicated, but by following a step-by-step guide, you can classify the product correctly and avoid customs issues.
- Examine the product and its characteristics
The first step is to thoroughly examine your product. You need to know the following characteristics:
- Name and description of the product
- Material composition (if applicable)
- Purpose and use of the product
- Production method (if applicable)
- Other specific features that may affect classification
- Use the UKT VED code guide
The UKT VED code guide can be found in this article. The guide provides all possible product codes with detailed descriptions.
- Find the appropriate product category
Identify the sections and chapters of the guide that best match your product. The UKT VED is structured according to the international Harmonized System (HS), where goods are divided into sections, chapters, and subpositions.
- Check descriptions and notes
Read the descriptions and notes for the sections and chapters you have chosen. This will help you ensure that you have selected the correct category. Pay attention to notes on the nomenclature as they may contain exclusions or specific conditions.
- Select the most precise subposition
Once you have identified the appropriate product category, find the corresponding subposition that most accurately describes your product. Subpositions usually include more detailed descriptions of products and their characteristics.
- Check classification decisions
If you are still unsure about the correctness of the chosen code, you can refer to classification decisions published by the State Customs Service of Ukraine or other competent authorities. These decisions contain examples of classification of similar products and can be useful for clarifying the code.
