* If you want to get a certificate of authenticity for a painting and use it abroad (for example, for insurance, exhibition, sale at auctions) - you can order it from us together with a notarial translation.

Frequent questions for owners of art objects (paintings, drawings, sculptures) - how to send a painting abroad, how to get permission to export paintings, because at the customs checkpoint such documents will be requested. To export (through the airport, by train, by car) and to send art objects by post abroad, the permission of a state expert is required, which will be presented to the representatives of customs authorities at the border.
This procedure is designed to ensure that cultural values of national importance remain within the borders of Ukraine. Therefore, it is possible to export only modern art objects that were created after 1950.
The expert who has accreditation, i.e. has the right to issue such documents, can issue a permit for export of paintings. The list of accredited experts is available at the customs services of Ukraine. When presenting such a permit, customs officials check the document, looking at the stamped form, signatures of experts and a "wet" seal. If the document is correct - your object of art is free to cross the Ukrainian border.

The procedure for obtaining a permit and exporting art objects
According to the norms of the current legislation of Ukraine the following items are subject to export abroad:
- paintings, small sculptures, author graphics, tapestries, decorative-applied art products made of ceramics, porcelain, faience, glass, wood, metal, textiles, and other materials created after 1950.
This is a direct rule of paragraph 3 of Annex No. 1 to the Instruction (укр. Інструкція про порядок оформлення права на вивезення, тимчасове вивезення культурних цінностей та контролю за їх переміщенням через державний кордон України) approved by the Order of the Ministry of Culture and Art of Ukraine № 258 of 22.04.2002.
The specified Instruction is based on the Law of Ukraine "On export, import and return of cultural values" № 1068-XIV (укр. Про вивезення, ввезення та повернення культурних цінностей).
Such opinion shall be issued no sooner than 30 days from the date of submission of the application (petition), to which the following must be attached:
- a document confirming ownership of the cultural property (contract of sale; receipt);
- printed photographs of the art object, clearly showing the front side, signatures and back side of the art object;
If you have the above mentioned documents you should make an appointment with an expert so that he/she can personally verify the veracity of all the parameters. You will fill in a form specifying your particulars, the approximate value of the object*, the country into which the object will be imported (recipient if the object will be sent as a parcel).
* We recommend to indicate the real value, because such items are taken into account by customs, postal and insurance services when crossing borders. According to the current provision of article 371 of the Customs Code of Ukraine the goods, the total invoice value of which does not exceed the equivalent of 10'000 euros, are not subject to written declaration if they are transported (sent) by citizens. Separately, it should be noted that if the object of art is your personal thing, then it is not a commodity. Often, in order to avoid ambiguous interpretations by the customs authorities, parcels must be marked "For personal use" or "Non-commercial use only". |
If you are shipping an art object, or sending it by mail, for the purpose of exhibition or resale, there is a different customs clearance procedure, which includes full reporting and declaration of art objects as a commodity group.
